Why is there no instruction manual (DFU) in my TV

Philips is committed to a greener future, and as part of our sustainability efforts, we no longer print and distribute DFUs in our TVs. 

You can always download an electronic version of the DFU at https://www.usa.philips.com/c-w/search.html#q=
Simply input your model number and then select the product page. Then select "Get Support for This Product" to see the documents available, usually the DFU, a Quick Start Guide and a Leaflet.
